I can appreciate where you're coming from, but I don't think that it's very plausible to see cybernetic enhancements due to the amount of work needed to modify existing models or create new ones to make cyborgs like this one.
HOWEVER, considering that cybernetics are intended to replace lost or damaged bodyparts in most scenarios, I think you might have luck with merely altering existing textures for characters or making textures to give the appearance of a cybernetic limb or other kind of enhancement without having to change up the models. For example, having "panels" or "plugs" or other such subtle things that could give the appearance of cybernetics just under the surface, or go more in depth and cover an arm in "muscle prosthetics" akin to Adam Jensen's augments in Deus Ex.
From there, we can have stat adjustments to further give the impression of cybernetic augmentations.
There's a variety of ways to work in actual cyborgs, but I doubt you'll see anything akin to the picture you gave as an example.
