Looks more than easy enough to make in the character editor at least. Even with the current limited selection of parts, Racknet already has a few pokémon and digimon characters uploaded that are much more complicated than this.
Like someone else said, Pokemon are copyrighted. Why not just make a neon-yellow rabbit/fox with white hair, or peruse the RackNet?
