No, Pokemons Digimons or anything else copyrighted can't be in a game as an official species and what is even worse Pokemon is owned by Nintendo known for shuting down any project related to their licences.

Only thing you can do is modify them into game and to be honest i wouldn't be suprised if they are modded already, just look at this Krystal fan made model modded into a game i found on "U-18Chan" topic about rack 2, from this to Lucario is not a long way ;3.

modding community is already busy they started making whole new species like for example Pig, or new mechanics-adjustments like this example. only thing we need now is modding center sebsite to place them and download them from there
