Allow custom translation modifications

Currently, the localization document is automatically updated from a master file located online. When these automatic updates happen, it overwrites any custom translations that had been created by the user.
An option to keep custom translations, either by disabling automatic updates or by merging automatic updates with custom entries, would be appreciated by the modding community and the international community.
