Emblishment on head(why not allowed?)

Hair that exist is looking not as I like, but I may use "fur" brush tool for add what I want.

But area just on head sad "you cannot put it there", so still weird character((

Also why cannot put some emblishments together in one place? When you scaling down one for add another - this is not comfortable, cause then you need to rescale all.
